- People can't seal bijuus themselves, their kage needs to make a special sqaud and sacrifice one person in order to capture it in someone, when this is done the jinchuriku can't do anything for a while because the sqaud needs time to finish the seal for a set amount of time, sqaud must have atleast a combined power of that of the bijuu.
- A bijuu that is sealed in someone will, when fighting with someone or when someone around them gets killed break through the seal and shall make the jinchuriku get in a rage, when this happends the jinchurikus powers increase a lot but it's hard to control them and it drains stamina and chakra every3 seconds by 3% no matter what.
- To make the Kage actually something that is important and worthy of the trouble to get it Kages should get verbs like -Upgrade forces ( Village makes money for every accomplished mission and for every akat/miising nin they defeat ).. upgrade defenses will do two things, 1: New Weapons can get in stores 2: npc's can get upgraded by a factor of 1 everytime .. the Kage decides which he wants to upgrade ... ( factor of increase = base / 200 +previous increase ) -Demote / promote : this speaks for itself. -treaty's : a Kage can work together with another village this will make a new mission so the people can get money, when a treaty is made the villages will lose gold to the other for every comrad killed by your aly. ( 50/100 yen each ) other villages lose gold which get shared by the two or more aly's which can variete between 75/150 a ninja killed depending on theoverall of the ninja. -Expand village: in the begingin a village is small but the more money a village gets the bigger it can become, a kage can decide between a few options in what he wishes to make 1: New healing hot springs ( these hotsprings heal health by 12,5% every 8 seconds )2: New training facilaty's ( logs, water training ground, spar grounds, genin school etc. -Go missing nin: When a kage decides to go missing nin the village shall lose33% of the things the Kage did for them so when he leaves one of the three training grounds get destroyed by rebels and so on.When a Kage goes missing nin they money gained from killing him is tripled - Become Sannin sensei : A Kage can take up to 3 teams which he leads, one of these teams can possibly become a sannin team, only three sannins can be made at a time and unless a sannin leaves the village or becomes kage his title can not be taken away not even by demote. - Make trackers/hunters/assasins: A Kage can make two sqauds at a time have a special mission,which will let them deal with one high ranked person ( akat top 3 / missing nin top 2 / Kages and sannins ) these "hunters" can get exp for this and triple the money gain than a normal kill.
Sannin: A sannin gets a few things to his command, one his money gain for each mission is 125% but so is the gold l oss for the village when they are in a war when their sannin gets killed. A sannin can take two sqauds under his commands, these sqauds both can get highest ANBU rank without having the requirements. When a sannin goes missin nin the money that he's worth is 2 times as high as a normal missing nin. Sannins can prevent a war when they vote, all sannins in a village will get a vote when a war is on hand, when the kage declares war the sannins ( 2/3 must agree ) must agree.if not the war shall not take place.
I like all the ideas except those that involve Bijuus... Frankly just cause someones a Kage doesnt mean their the only people that can seal Bijuus.. I mean if they werent Kages they'd still be powerful and still have the capabilities..... Game... Set..... PWNERED! ZOMG! Yeah Im annoying.

Genjutsu : When a gen jutsu user - non clan - uses genjutsu he and the opponant go to a different "level" for example that red/black/white world itachi made .. or it stays on the same level but something appears .... .. this sounded so much better in my head lawlz ... anyways
it would look you are trapped in a real genjutsu .... because the genjutsu won't be shown to anyone else they wont see the other one trapped in it
All of these techniques can be stopped by either 1. Kai - release - ( for lower gen jutsu ) 2.Chakra input - ( for higher ranked gen jutsu) Of course this can only be done by outsiders who aren't trapped in the genjutsu.
All of the techniques stop when 1. Chakra runs out 2. Someone uses same technique while having a higher genjutsu 3.when the opponant dies. 4. when the user dies. --- Jubaku Satsu - Tree Binding Death
- user dissappears . a tree will trap the opponant while the user comes partly out of the tree with a kunai in his/her hand, this should do some serious damage and the user can keep on stabbing his/her opponant until 1.his/her chakra runs out 2.The opponant uses the same genjutsu ( only works if his/her gen is higher than the users or 3. one of them dies.
- of course the two persons would look like they are standing on top of eachother to the rest of the game ...
- user turns into a spectral dragon while the area around him/her and his/her opponant turns black. the techinque can be stopped in three ways 1. using the genjutsu yourself while having a higher genjutsu thasn the current user 2. waiting for the users chakra to run out 3. die...... this technique gradually lowers the health of the person because the dragon shall try to choke them.....
- to the rest of the games this looks like someone is choking the other one with his bare hands.
--- Kokohi no Jutsu - False Place Technique
- this is an indoor jutsu where the user can make 1 room have a different tiling, so can a normal room be transformed into a training room.. the people in it can really train their buns off but they wont gain any reall stats though for them while they are in the area of the genjutsu it shall look like they are... this is a nasty trick which people can use on other villages to slow their training.
--- Kokuangyou no Jutsu - Journey into Black Darkness Technique
- just making the opponant blind.. when this is done you can attack him/her while he/she can't see you .. of course if the opponant just randomly shoots/attacks he might be able to dammage the genjutsu user
--- -Kurama Clan- String Bean Bind
- Same as the tree bind, however this time it uses a beansteak ( if thats the correct word ) and it attacks from the front instead of the behind.
--- Flower Petal Escape
- making everyone around the user believe the user vanished in the flower petals .. when this is done the user shall go "invissible" and be able to run away or be able sneak up from behind ..... the genjutsu wont cost much chakra though the low chakra cost can be upped to three levels .. each level has a longer duration than the previous one while the user is "invissible"

- This is a super high ranked genjutsu when the user is trapped in a genjutsu he/she can use this technique .. dispersing in flower petals the opponant will have to continue his/her genjutsu while being attacked by the petals which shall gradually consume the opponant.. the duration of this technique depends on the chakra of the user and the live points of the opponant seeing as this can take hours ....
- unique technique only for the elite among the uchiha .. which shall reverse the effects of a genjutsu .. after which the dammgae is undone and the user uses the technique they were trapped inon the opponant .. however this technique has a very long cooldown and costs a rather huge amount of chakra because of the strain of the sharingan.
- Engulfing the opponant with leafs the opponant shall be stunned for a while .. this technique can only be used by anbu rank and higher and is uneffective when used on someone with either a higher rank or higher genjutsu.
- one of the flute jutsu's.. this leaves the opponant in permanent freeze, unless they somehow get dammaged or when the users chakra run out. this technique is a high ranked flute technique and shouldn't be used a lot because it takes away 4% of the genjutsu
--- Nehan Shouja no Jutsu - Temple of Nirvana Technique
- putting a large area to sleep for a short duration, the sleeping people can not be attacked, the more chakra the user has the longer will the people be sleeping.
--- Tsukuyomi - God of the Moon (Moon Reader) Technique
- in a short time someone will lose 99,99% of his live but the opponant goe sto sleep and can't be attacked for 10 seconds ( healing techniques can be used on them while they are sleeping )... This technique can only be used by Mangekyou users whose stamina / chakra and genjutsu is higher thasn the opponants, if this is not the case the jutsu will only do 33%. This technique can only be used by the elite of the uchiha who somehow got their mangekyou, their is a 50% chance that the technique fails.
--- Shikumi no Jutsu - Death Viewing Technique
- a move to completely stun the opponant for a short time, when used the opponant shall not be able to attack even after the stun is over.

When using this a sand user must gather his chakra in the ground, lifting it up in the form of an hand + arm, When this is done the user wont be able to get hit by any taijutsu or non- flying jutsu's, fire , lioghning may still do some dammage.
--- Suna Raishin - Sand Lightning Needles
making lighning poles of sand around a victim, a sand user canparalyz and dammage a opponant continiously as long as the opponant is in a 3 tiles radius of a lightning pole.
--- Suna Shigure - Sand Shower
making his next sand attack in the showered area 10% stronger, making the duration 5% longer and the chakra cost 7% lower. The showered sand shall lay down for 1 minute making a semi- desert for the sand user. This technique doesn't cost a lot of chakra, however his cooldown is very long...
--- Sand Shuriken
Just shuriken, made of sand.. however the damage done by them can get increase a lot depending on the users former technique such as Sand shower and depending on the nin jutsu of the user.
--- Suna no Muya - Cocoon of Sand
Surrounding a sand user with sand in the form of a sphere, costing a set amount of chakra every 2 seconds, the cacoon can attack, you can even use the sand control while in it.
--- Sand control
A sand user shall be able use sand as a "whip", but while using this the user can't move but he has full control over the sand, the sand has 1/4 of the users tai jutsu and 1/4 of his stamina making it able to whitstand some attacks, When a fire move is used on it the sand shall harden and be stronger but it will cost the user more chakra.. This was used by Gaara in his fight with deidera when he chased him through the air.
--- Minor Sand Shield
Surounding the user with sand a thin shield shall protect him from any taijutsu and nin jutsu moves, the shield shall be able to whitstand 7 blows of any form of attack after that it shall be destroyed, this shield shall leave the user unable to move but still being able to use sand control and other jutsu's.

Eye of sand, this technique can be used on the top of sand control making sure gaara wont lose sight of his opponant when he goes to far, also used on bunshins and opponants. the cost of this move is that you don't see yourself centered and it costs a set amount of chakra.
--- Sabaku Taisou - Desert Imperial Funeral when this is used the sand user uses up 1/3 of his maximum chakra to turn an huge area into a desert for a short time, the avalanche shall drown and damage the opponant, leaving him stunned for a while.
--- Sabaku rou when used the opponant shall be trapped in a sand cacoon, leaving him vunreable to attacks like sabaku kyuu and such, but it also shields the opponant from any non sand jutsu's.While in the sand cacoon the opponant can attack the sand cocoon, the sand cocoon shall have the same stats as it's user.
--- Sand spear
Using hard minerals a sand user can make a spear to throw at a opponant, using up a set amount of chakra the damage inflicted by the spear depends on the users taijutsu, chakra cost is not that high neither is it's cooldown

Puppet clans: Two clans : In the naruto world a few kind of puppets were used, the ones made by Sasori & others who look like real puppets and use chakra strings( like sasori used and Kankuro etc. ) and the ones who are slightly different ( more information about that will be given later. First off, Traditional puppets: The traditional puppets are a few sets, you have the puppets that Kankuro uses, the ones that Sasori uses and last but not least Chiyoo's puppets. When you start out in the game and you decide to choose the non clan Puppet you shall get a choice between three starter puppets, Defense, Attack and Support/Stall. The Defense puppet = Sanshouuo The attack puppet= Karasu The Support puppet= Kuroari After you chose one of those you'll get on of the puppets, and after a few levels ( iono the levelling system but lets take NC levelling system as a example ) i think level 1 = Puppet 1 .. level 60 = Puppet 2 and level 130 = puppet 3. Again every time you can decide yourself which of the puppets you want. Starter Puppet Abilitys: Karasu ( non combo attacks ): - Poison needles : Karasu opens his mouth and elbows and shoots poisonous needles, the poison can be bought .. (more information about the poison shall follow.) The needles shall do no damage on impact, the needles will only poison the opponent. - Knives : A tai jutsu move, when Karasu is used he can detach his hands to reveal his knives, on a later level the knives can get upgraded to chakra knives ( more information on these shall come later ) - Poison Gas : Karasu releases the sealed gas he has within his "body" on impact the gas seems harmless however the poison used shall determine what effect it shall have. and it shall kick in after 3 maybe 4 seconds. - Body Obstacles:When Karasu detaches any of his body parts such as his hand it falls on the ground, but seeing as every part of Karasu is a weapon it still does damage when people getnearby ( 1 tile ) ( 2 tiles for gas parts ) though it shall be a lot weaker than it's original strength. - Human Switch: trading places with it's user the user can escape a fatal attack and Karasu shall take it's dammge and thereby releasing his rib blades and fatally damaging the opponent. After this Karasu can't attack for a while until his ribs are back in place. Sanshouuo: - Speeded up: The puppet user gets in Sanshouuo and uses his chakra to move faster and protected by Sanshouuo he can move freely without getting damagedby weak things ( like on NC you had water which damaged you, this wouldn't hurt when you are in Sanshouuo however you wont gain any stats as well ) - Face Wall : Using the giant face of steel Sanshouuo can protect his user from all elemental attacks, however, the stronger the elemental jutsu the weaker the face shall get until it eventually shall break. This also works on Kunai's and other weapons thrown or bashed at the face. - Protection : the big room within Sanshouuo is capable of protecting three people at a time ( summons included to a certain extent of course cause gamabunta wont fit but Akamaru and bugs do )when in Sanshouuo the people can't attack or prepare any jutsu's of any kind. Kuroari - Capturing: capturing a person within his "body" the opponent can't move and is vulnerable to various attack. - Scout: Using Kuroari as a scout, speaks for itself I guess. Kuroari has unlike the other two starter puppets no limitations of how far he can go away from the user. -Body Switch Capture: When the user is attack he can use this to switch places with Kuroari and trapping the opponent to fall in Kuroari thereby capturing the opponent leaving him vulnerable to attack. Combo attacks *( can only be attained by having two or more puppets in your possession, and will only work when both of the puppets are out on the battlefield)* Kuroari & Karasu: Kairai EngekiKuro Higikiki Ippatsu - Puppet Theatre Black Secret Technique Dual Mechanism One Shot: Used when both of the puppets or on the battlefield, When the opponent is somehow trapped in Kuroari the user will break apart the limbs of Karasu, with each limb popping out a deadly poisoned knife point. These limbs will then jab into the slots of Kuroari, puncturing and killing the opponent trapped inside.... After this is done and the opponent still lives the user can't do the technique again in the same battle. Kuro Higi Kiki Ni Hatsu - Black Secret Technique Crisis of Two Debut: When used the user lets Kuroari take a hit after which Karasu pushes the opponent into Kuroari, where he shall be sliced by several blades of Karasu. ( the two puppets must be within two tiles of each other for this to work. ------------ Advanced Puppets: After you obtained all three starter puppets you must defeat both Sasori and Chiyo, when this is done a screen shall pup op asking you which way you wish to follow, the way of Chiyoo or the Way of sasori. You can also pick cancel if you wish to stay a starter puppet user. Sasorï: When you choose this one you shall instantly become a missing nin, and you shall take your own live in order to revive as a puppet, you will lose all your starter puppets but shall receive some new abilitys. Chiyoo: When you pick the way of Chiyoo you shall lose your starter puppets but you shall obtain the father and mother puppets, ----- Sasori : -sasori puppet Hirusuko: One of the most powerful puppets in the game shall be your body, you'll lose some movement speed ( if 0 is fastest and 5 is slowest and a normal Shinobi can walk/run 2 u will get a movement speed of 2.5 ) but you shall gain a very strong poison tail which will serve you as a shield and attacking tail. attacks : :Tail Defense. wrapping around the user, a users defence shall raise to almost twice it's current defence :Tail Attack ( poison ): The tip of the tail is filled with poison, on impact it shall poison the opponent, the tail can stretch up to 7 tiles away from it's user making it an excellent long ranged weapon :Tail attack ( strangle ): Wrapping his tail around an opponent the opponent faint for 5 seconds, However the user can't attack the opponent during that time. -Can be different Poisons- :Poison Needle arm :Uses a Poison on the opponent, the needles don't do actual damage themselves :Poison Needle Mouth: Uses a Poison on the opponent, the needles don't do actual damage themselves. After a short period a puppet user who choose the way of sassori can learn the multiple ( 3+ ) puppet summon.. this shall go in 5 stages: 1/6 of users stats Normal puppets 1/4 of the users stats Elite Puppet 3/4 of users stats Master Puppet = defence = 1 health = 1 ( When a master puppet is killed all the other puppets die as well === Summon 5 Puppets: 1 Elite .3 Normal puppets and 1 weak puppet. === summon 10 Puppets 2 Elite,6 Normal,2Weak === summon 20 Puppets 4 Elite,12 normal,4weak === summon 40 puppets 8 Elite,24 normal.7 weak and 1 master puppet === summon 80 puppets 2 waves of 40. === summon 100 puppets summons 5 waves of 20 puppets === After the user learned to control the 100 puppet technique he shall be able to summon the third Kazekage puppet, when this is done the user can't have any other puppets on the battlefield, in addition the user shall be invulnerable to any attacks until the puppet is defeated.. When this puppet is summoned the user can't use any other technique or any other form of attack for 5 minutes, after 5 minutes the Kazekage puppet shall be unsummoned after which he can't be summoned for another five minutes. Kazekage Puppet: -Kazekage puppet has 200% of the users stats. -Arm blades, this tai jutsu move lets the Kazekage puppet stretch his arm to cut an enemy this attack is based on tai-jutsu and shall do some serious damage. -Poison Gas: releases a huge poison cloud covering a entire screen. -Iron Sand attack: releasing Sandaimes strongest attack, the iron sand impales everyone who is within a 7 tile radius of him this attack costs a mad amount a chakra but it's well worth it. ---------
Chiyoo, as i said before when choosing the way of Chiyoo you will gain the control over the father and mother puppets, these puppets aren't very strong however, their power isn't within their health or in their attacking abilitys it's in their huge chakra reserves and defending abilitys. Both of the puppets shall get 150% chakra of the user base stats.
Father Puppet: -Chakra Shield, activates automatically when the father puppet gets attacked, it drains chakra worth 20% of the damage it nullifies. -Cutting wires, when the father puppet is able to make a complete circle around the opponent he can use his chakra wires to damage the opponent with 5% of his chakra into direct damage.
Mother Puppet: -Chakra Shield, activates automatically when the mother puppet is attacked, it drains chakra worth 25% of the damage it nullifies. -Cutting wires, when the mother puppet is able to make a complete circle around the opponent she can use her chakra to do damage to the opponent with 7% of his chakra into direct damage
Shirahigi Jikki Chikamatsu no Shuu - White Secret Technique Ten Puppet Collection of Chikamatsu
Summoning the ten puppets the users chakra shall be drained by 2% every 4 seconds, the puppets that are summoned all have special abilitys, they can be summoned all at once, or in pairs or individually depending on the situation.
Puppet one: The brute force puppet: This puppet relies on it's taijutsu, it's taijutsu and health are 150% of the users but he has no chakra and just 100% Defence.
Puppet two: The Defending Puppet, this puppet has 300% defence of it's user and 150% health, however it only has 0% chakra and no taijutsu.
Puppet three :The Chakra stealer and freezer has 50% of it's users stats, having a chakra orb hidden in it's mouth he can shoot it at people pinning them to the ground for 3 seconds and draining their chakra for 50% of there current chakra ( when current chakra is under 20% it drains 80% of the current chakra )
Puppet four : Useless on it's own but in combination with six and eight it's an extremely dangerous puppet. ( has 30% of it's users stats )
Puppet five : when used in combination with puppet nine it slashes everyone and everything around him to shreds with his chakra blades which do a damage based on the users taijutsu and chakra ( 75% of the half combined tai + chakra )
Puppet six: Useless on it's own, but in combination with four and eight its an extremely dangerous puppet ( has 30% of it's users stats )
puppet seven :The samurai puppet, this puppet wields a long sword and uses tai jutsu to damage the opponent ( doing 90% of the users taijutsu as direct damage to the opponent )
puppet eight : When used in combination with puppet four and nine it can use the jutsu :Sankou kyuukai ( shall be explained later )
puppet Nine: When used in combination with puppet five it can spin puppet five around to create a tornado like effect using the chakra blades to shred everyone into little pieces.
Puppet ten: one of the most dangerous individual puppets a chiyoo way user can use, using the cords on it's head it can pierce everyone around him in a 8 tile radius doing tai based damage, impaling them and freezing their movement for 3 seconds.
Sankou Kyuukai : to use this the three puppets must stand in a pyramid form, when that is done the puppets get destroyed opening a vortex doing everyone within a 10 tile radius excluding the user and his puppets 90% damage of their current health ( reduced by defensive points. )
Human puppet control: When a Chiyoo way puppet user has no more puppets to use or has just very little chakra he/she can ask a person ( he she has to agree ) to be his/her puppet, the person shall be given an speed increase and it's movements shall be controlled by the puppeteer, however the puppet must do the attacks his/herself...

A puppeteer can install 3 different poisons in his puppet, he/she first has to buy it or make it from ingredients which can be found in the mountains.
-Poison nerve gas: making the opponent unable to move for a set amount of time depending on how strong the poison was ( there are three levels of poison depending on the price the poison is stronger )( can be healed by medics ) -Sleep Poison: This Poison puts someone into a sleep state making him invulnerable to attack but it keeps him in a sleeping state for a long time depending on how strong the poison was.( can not be undone ) -Killing poison: Taking away 2%,4%,6% of life away every few seconds until the poisoned person dies. ( can be healed by a medic ninja )
A puppeteer can upgrade the weapons in his puppet 3 times, these weapons can be bought at a puppet shop.
-Normal Weapons of steel -Strong weapons using little chakra -Superb weapons using loads of chakra

i finally got all my puppets at lv 130 and the options pops up...i wanted sasori's puppets but then after choseing his i'll instantly become a missing nin however what if i don't want become a missing nin yet? what if i want to learn all of my village's jutsu then choose the sasori's ways.....will i still be able to choose it then when i'm like lv 200 something?
I made Sasori have some really good puppet techniques, to keep the game balanced it would be unfair if he had anymore overpowered jutsu's, besides a puppeteer shouldn't rely on any vilage jutsu's what so ever, the use of his puppets should be more than enough. And no, the pop up screen shall only come once, you can always decide to stay a normal puppet user ( starter puppets ) or a Chiyoo way user which both still get the option to go missing nin or not however they both don't have the over powered puppets that Sasori has.
Sasori way puppeteers need all their chakra to be able to keep their puppets ( strong ones ) so the use of any chakra draining jutsu's would actually weaken them.

Well being a starter puppet gives you a few puppets, these puppets you will learn to control very efficiënt, having mastered all the techniques you can use the techniques in combination with other people, thus making you an Expert on this way of the puppeteer.
So someone would stay this way if he/she has troubles with loads of options to choose from and wishes to keep it simple.
Haku's have many possibilty's their abillity to manipulate ice gives them a huge advantage.
Here are my ideas for the Haku Clan.
- Of course haku's signature move is the Ice Mirror Prison jutsu. i have no special idea about this one but Haku should have this jutsu in the game.
- When Haku's Special abbility was discovered by this father his father tried to kill Haku, Haku killed his father by Accident using his Bloodline Limit on a enormous scale, creating ice pilars and spikes to penetrate his father, this jutsu should get in the game aswell, it would do some good damage but it shall cost a lot of chakra aswell and will have a rather long cooldown.
- Haku can freely manipulate water and wind making ice, so whenever a Haku user wants to use his BloodLine limit he can do several things:
Freeze water: freezing all the water near the user the people on the ice will lose control of their movement and they will slide everywhere, making it hard to follow the user.
Freeze Person: Whenever someone is on a water tile a haku user can freeze the opponant, depending on the users chakra the opponant will freeze last longer.
Ice Needles: Kicking water in the air and freezing it with his bloodline a haku user can create an alomst unlimmited amount of needles. The needles of ice will be just as strong as normal needles but they wont cost anything besides chakra.
Ice Shield: Creating a shield of ice to protect the user....
I got ideas too dinner.. For Lees U have no Ninjutsu or Genjutsu what so ever. at jounin rank u can have a surgery that can give u the ability to use nin and gen.If the surgery goes wrong u lose a good bit of tai and speed. if it goes well u got ur nin and Gen but u also get a Morning Pea****- Users fist and feet start flaming. users tai increses by 5% there attack speed doubles. when the attack is done the enemie is on fire and takes continual damage for about 30+ seconds.
