It would be nice to have custom orgs. but u have to fill lots or req to qualify to get one. One u have to be Sannin or higher to start an org or u have to have been sannin or higher in the past. U have to come up with a believeable back story and purpose. u have to describe how u want ur Org cloths to look or make them ur self.request 2 special traits for ur org to have these can be powerups or jutsu.dont try to make things too powerfull or u wont get ur org.

after u have all of that the players vote on what they want to be the newest org. owners have final say on the org.

Example:
Silverback-This was once a school dedicated to pushing the limits of human potential but with Low funds and sceptics. they soon turned to crime. they cash in bounties to fund there research. They have developed a way perfect the cursed seal. though they cant up the percentage of who can get it. by getting some of Juegos dna they found a way to get a Lv. 3 cs. they have even went as far as to recreate bloodline traits.

special traits-Lv.3CS- U have the same stat boost as Lv. 2 except a 25%boost in hp and chakra. u also get one special ability. CS of heaven can fly without using charka.CS of earth gets a 75% Movement speed boost.
  Bloodline manipulation- u can chose an implant.Uchiha, Hyuuga, Kaguya. U can get moves that are like there clan moves. for kaguya u create a bone sword and do Silverback on Mai. move that attack ur opponet so furiously u pass through them.for the Uchiha u get Mangeku shot. a powerful move that transports the enemy to a room in the silverback base that they cant escape from and with every step they take it drains there chakra. for Hyuuga blood trait.Palmcharge a move that drains chakra and does major damage. uses the speed of 128 palms to charge at the opponet hitting all chakra points knocking ur opponet back .
