Wow horrible rules, and horrible thing to icon(I would try for bigger stuff)
And examples on rules would be

Has to be 64x64 or smaller, only can use 10 different colors(Counting shades), Has to be of a naruto character who posses a bijuu, can be shown with bijuu active, or without. You can have up to 10 states. You can use any program. You cant resize the picture. (That was just an example, you can do it however you want)

Well, i guess im up. This took about 30 mins to make, could be better, but meh...ive got other stuff to work on.

Aww...the black background makes it look weird. The chakra is supposed to be nice and smooth. Look at it with a white background and youl see what i mean. transparency ftw.

heres mine, i used NKM base icon and edited it to look like Gaara, i think it turned out well .. Sorry i posted this reply so late i just haven't had the time to sit down and icon.

Crap... I made a 96x96 picture of gaara's face, with moving sand in the backround, but I lost it or someone deleted it when I went to the beach >..> I'll just make a 32x32 xD
