1). How we have it now, where you do the handseals by pressing hte macro's, this takes skill to do some jutsu's.(Ex: Naruto Jinketsu)
2). Click a jutsu in a tab(Ninjutsu, Genjutsu, or Taijutsu) and it auto does it, but with a delay at the end depending on what jutsu you used.(Ex: Naruto Chronology)
3). Click a jutsu in a tab(Ninjutsu, Genjutsu, or Taijutsu) and it will have a set delay for hand signs, then have a delay for the jutsu(Ex: Naruto Way Of The Shinobi)
4). Click a jutsu in a tab(Ninjutsu, Genjutsu, or Taijutsu) and it will then do the real handsigns for the jutsu, so the more handsigns the longer the wait, the once done you will do the jutsu with no afterward delay.(No example, Original idea).
5). Click a jutsu on a hub that has a delay for start and end.(ex: Naruto GOA)

I like this idea but, how long are the handsigns going to take? if they take too long, lets say your in range, and then they see you do handsigns, they will just run out of range, especially if it is a jutsu thats range is 1 square

Well let me expand real fast on 4.... How about you do the hand signs, but you dont announce the name of the move till the last sign. Also as you progress your Sign Speed increases allowing someone like a Kage to execute even the most complex move in the time it would take a Genin to execute even a Bunshin No Jutsu so that with rank comes intense fast paced combat.
Yeah like if you practice enough you can do hand signs faster meaning even with more hand signs you may be able to accomplish them a bit faster the more you train them for option 4
Err I wasn't talking about training and such just the base idea... And here is a small message thats in mine and Tko's head about changing this new handsign system... (Note if you are under the age of 13 please kill yourself)

i officially love suna... though it would be cooler if you had a handsign skill though it could be capped or something like with rank :D also if there is no stat training then i'm never gonna play this game <_<
