The main thing in most naruto games it that everyone ends up basicly the same. I think everyone shouldnt be able to learn virturally every jutsu. Example in the show naruto cant learn chidori. To make this easier to do i recomend yall making up new jutsu. not like katon Rasengan but completely new jutsu, and search the manga and movies for jutsu. here are a few examples- Doton Fist- user focuses Elemental chakra into there fist making it Rock like. Doubles tai moves. Lasts for 30seconds to 1 min. Katon-WasteLand- User shoots fire at the ground using chakra to make it spread forming a radial attack that scorches all nearby enemies. u can use any jutsu 15 seconds after u use it.
these are just a few if u like the idea post ideas for more jutsu plzz make sure they make sense.
To expand on the topic yes characters that are different villages and clans will be different but if ur in the same Clan and village yall will be identical.
I was thinking of like a complete set of hidden justsu that can only be laerned by radom chance and specific stats. this would make everyone some what unique. U could be the same clan be from the same village and all and have a few different jutsu. this would also make combat and training more fun(Ususlly when u learn all ur village and clan jutsu training get annoying).
