I think that the teachers gave Rock Lee a special treatment because is not his own fault but his body's fault that he wasn't able to controll or mold chakra. Also he's probaly the best taijutsu student in his class so the instructors would probaly knew that he could kick everyone of his classmate's arse without even trying so that why they let him pass.
also....maybe every instuctor could make up their own requirement for being a genin for example Iruka's requirement was for everyone to do a bunshin while Rock Lee's chunnin teacher have could have a differnt requirement. >_> Iruka can't be the only chunnin teacher there.

first of all lee can mold chakra and control it since he was able to walk on water... second of all, all teachers can only pass students that were able to do bunshin no jutsu, but if you remember correctly naruto passed by saving iruka.. oh and lee passed cause gai wanted lee to be his student cause there like the same.. <_<
